Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Significant resources is expended on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to fill in the short term.
Failed Diplomacy
The comprehensive proposal from American leadership sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, certainly, continue.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its favour.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
